    Well if tax ends at the change of ownership they won't be taxed will they? Unless every vehicle is personally owned by the dealer and registered to them.

    Yes, it is.

    The vendor gives you the V5C/2. You use the doc ref number from that to buy tax online.
    The vendor posts the V5C to Swansea.
    They receive it, process it, the refund is generated, and the new V5C comes to you.

    Yeah cause all dealers add an extra keeper and buy tax every time they take a car into stock.
