They didn't mention anything in their T&Cs on their mobile site regarding cancellation...

I think they do. There are links at the bottom of their page with the terms of the Free if Cheaper offer, also when you click the Free if Cheaper logo it brings up the T&Cs of that offer.
Also, on the payment page where you enter your card details, it has the T&C's relevant to the booking. I have an unfortunate feeling for you that Holiday Extras do allow cancellation whereas the Premier Inn cheaper deals tend to be non refundable. This will give them their get out clause.0
