• I'm not sure. I'm going to wait until PALS have replied and (if as I suspect they will) say they can do nothing, will become a complete pain in the !!!! with questions.

I did warn you the popla minion would reject it, which is why I was stressing those extra words be added in about referring it to the lead adjudicator

glad to see you did just that !

and yes , be a pain in the butt as much as fergie has been
• Yes, Redx, thanks. I wouldn't have known to do that at all without your help. Knowledge is power!
• Result! I've had an email from the Hospital Trust apologising and stating that they've had the ticket cancelled with APCOA today. They acknowledge that the ticket machines at the hospital are outdated and said that they're currently in the process of upgrading them. I'm going to write back and make clear the stress/time loss that this has caused me and how unacceptable this is. From what they've said APCOA should never have issued the ticket in the first place and were chancing their arm with vulnerable people. I'm also going to raise the unfairness of having a pay in advance system when drivers have no idea how long they're going to be (waiting times, extra tests being run, etc).
My appeal is still in with POPLA. I'll post when I hear something back from them.
Thank you very much for all the help and advice everyone has given me here. Very much appreciated.

just goes to show if you fight these people on several fronts it only takes one breakthrough to win

yes you should be complaining, to help others being targeted too

I would imagine that apcoa may tell popla the charge has been cancelled

its also possible that popla will refuse the appeal

but as you have the landowners cancellation, its easily won if it went to court, but apcoa dont do court (so far) - plus they would be stupid to try it now with no landowner backing

well done

keep us informed too

This will almost certainly happen, and OP will get a "By order of the Lead Adjudicator ...." letter from POPLA. :)
• Just to update.... I've had an email from the Lead Adjudicator stating that they will not consider my appeal because 'while he accepts that you used an online service to appeal, it is the appellants responsibility to ensure that the appeal is received in time.' The email then says I should pay the charge immediately or, if I want to take the matter further, take independent legal advice.

I haven't heard anything from APCOA or any debt collectors since being told by the hospital that they would ask them to cancel the charge. I'll post again if I do.

Time to just ignore them then - they won't take you to court.
