Stopping Seller Refunding Paypal Payment

Blast..I typed a huge long reply and MSE just keeps crashing on me.
here goes again (but abridged)
If a combined postal discout was offered and he refuses to honour it then ensure you pay for each item in a seperate paypal transaction, an hour or so apart. It won't benefit you at all but it means he will receive no benefit on the combined paypal payment, he will have to pay the 20p set fee on each of the three purchases.
When he realises this has cost him money, he might decide to honour the postal discount.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. I was a little peeved at being charged VAT (The note is not easily noticeable) on top of excessive postage.
So I want my £2 + VAT postage discount
I did ask about charging VAT on postage, as I'm also a VAT reg'd seller (included in the prices) but I leave all the VAT returns to the accountants, as its too complicated for me.
As I understand it it, if its P&P then its OK to charge VAT
I've asked for a Mutual Withdrawal & he's refused, so I cant buy from someone else0 -
I couldn't see his VAT number on the site, shouldn't he have it visible if charging for VAT?I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

Reported expresspcsltd for seller non-performance & got this from eBay
Hello,
Thank you for writing to eBay. I'd be glad to assist you regarding the
memory stick (item 1401418959**) you purchased from seller
"gamesaddict2".
Erm, last time I looked his user id was still expresspcsltd not gamesaddict20 -
Weird...gamesaddict2 is no longer a registered user. I would contact live help, as it's possible he had two accounts (one for selling games - non-vat registers, and the other for his business). If he's been kicked off Ebay under one account, he shouldn't be using another one. Gamesaddict2's location is down as Birmingham, whereas your seller's location is down as Tyne and Wear.In a rut? Can't get out? Don't know why?
