Stopping Seller Refunding Paypal Payment

Is there anyway of stopping a seller from continuously refunding our Paypal payments?
We've been having problem with Express PCS Ltd (http://stores.ebay.co.uk/express-pcs) after purchasing a USB Wifi adapter & 2 x Flash Keys
Wifi £0.01 + £7.95 postage (140143623831)
1Gb Flash Key £0.01 + £6.95 Postage (140143619087)
2Gb Flash Key £3.95 + £6.95 Postage (140143611030)
note item numbers haven't been purchased by us but are the product & listings
Postage discount: £1 per additional item (£2.00)
Sub Total £23.82
He's then adding VAT (£4.16) in the checkout, which we didn't see listed when purchasing (Very easy to miss)
Total £27.98 which is what we are trying to pay
The seller wants us to use his third party checkout which doesn't take off the postage discounts & he keeps refunding our Paypal Payment when sending it direct.
We've emailed them to explain the problem & they say just to pay via their checkout

Did he say in his listing that he didnt want paypal?

His ONLY payment option is Paypal & thats just todays payments, this has been going on since last week
He's saying he's going to file a UPI dispute unless we pay £30.34 (No postage discounts)
Emailed eBay about excessive postage, without any response0 -

Preventing you from using paypal is naughty though.

The OP suggests otherwise in that he says, if I read it correctly, that the seller wants more than the original auction suggested as the seller is not taking into account the postal discount. The seller has no problems with his account & he wants £30.34 when my calculations make it £27.98 with the £2.00 (before VAT) postage discount.
Yes we have spoken to Lee (Director) & He says he can only accept payments made via Paypal through the 'Channel Advisor Checkout' with does not account for the postage discounts
Also the VAT notes isn't in the most visible place, as most of his feedback (positive & negative) mentions hidden VAT

The VAT thing seems straight forward. Unless he's changed the way he lists things, the VAT is clearly shown in red font on the side of each auction. If you missed it, that's your problem. The postage issue is different. I assume he wants to go through his own checkout in order for the VAT to be added and to provide a clear and accurate record of all ebay transactions for Mr VAT and Mr Tax man. I'd ask him how you get the postage discount. Tell him you're more than willing to use his checkout process (which will take you to Paypal after recalcating the total cost inclusive of VAT), as long as he can get the postage discount included at the checkout stage.
Your issue about postage is a non-starter. You chose to buy those items fully aware of the postage costs. It's obviously an issue for Ebay, as it would seem he's trying to avoid fees.In a rut? Can't get out? Don't know why?

I'm just used to purchasing items on eBay with VAT included
I've already asked him to check the postage discount within his checkout system which he stated is OK but it is still charging £21.85 + £3.97 + VAT, basically £2.00 + VAT too much0 -
Where does it offer a P+P discount the only thing I saw was "upto £1 off"?0
