Sometimes there is no noise issue it is just psychological some people just feel better using them. Or it could be noisy roads outside etc etc.

Or in the case of the OP next doors dog!

I now buy these silicone ones from this seller too, but as I have small delicate ears I cut each one in half with the benefit that I get twice the amount! Foam ones are too big, too uncomfortable and they don't cut out much noise for me.
