Sorry, this doesn't make sense. A pre-reg car is a built, existing car, sitting somewhere on its tyres with an allocated reg. number.
It sounds like the trader got down to such a low number that he gambled that he could trawl the networks to find one to your spec. and has so far failed.

No it's not. A pre-reg car is a car that will be pre-registered with the dealer before the buyer takes ownership, plain and simple as that. Yes it can be a car that's already been manufactured, shipped and sitting on some dealer forecourt or an airfield in the middle of nowhere but it can also be a new car ordered by the dealer and yet to be delivered.
  • Basically if the dealer hasn't registered it yet, tell them you don't want it registered until the 1st March with a 15 plate on.

Infact they must be able to get hold of the 15 plate numbers before hand. I saw a row of cars at a dealer a couple of years ago with new plates already on a couple of weeks before the plate due date.

The dealer will decide when the car is to be registered not the OP. If there's a reason why the dealer will want it registering early then that's their decision.

No a pre-reg car is in existence. I've no idea where you are getting your info. from or are just making it up, but to apply to the DVLA for a registration number, you need the info. from the Certificate of Conformity. That is only available when a car rolls off the production line. (Or have you built a kit yourself?)
Manufacturers don't register cars, the dealership takes care of the paperwork for the retail customer.

Then I'd call the deal off. Dealer was meant to come up with the goods months ago but failed. I'd take my money else where.

You're just not getting it are you.

Dealer orders (or is intending to order) a number of vehicles within their allocation to be registered by them. Customer comes along and says I'll have a car that matches the same spec. Dealer offers one of the ones they're about to order at a discount on the proviso that the buyer will be the 2nd registered keeper. Buyer purchases a pre-registered vehicle. Simples.

Just because it's a pre-reg purchase doesn't mean the car has to be pre-registered at the time the buyer puts their order in with the dealership.

Once again, thank you all for your input.
The car is new with some extras I have requested. It will be registered by the dealer with the dealer as the first owner. I will then take ownership of the car as the 2nd owner.

I have requested that the dealer delay registration until March 1st.
It isn't a big deal if it is registered as a 64 plate I was just curious if I could 'threaten' (I don't like that word) to walk away unless they agreed.

I have absolutely no intention of walking away as I am happy with the price that has been agreed.

Presumably the price you paid was based upon it being a pre-reg, 2nd owner 64 plate. I would suspect that if you ask them to delay to a 15 plate, you will have to pay the appropriate price difference.

That's correct, the price was agreed in December.
