  • I have written that as a Blue Badge was displayed they are contravening the BPA's CoP. I have also written that the landowners allowed a concession, and the blue badge was displayed.

    I have written that they are also failed to send me the PCN via letter within the 57 days so are breaching more rules set out by BPA and POFA

    Thanks so much again, cant stop saying that, but I do mean it.

    I now have a letter back from ANPR-Lts and the BPA

    The letter from the BPA just states 'we are unable to get the ticket cancelled. We can only ensure our code of Practice has been followed'. Apparently they will be in conctact shortly.

    The letter from ANPR-Ltd gives me my Popla Code, and a link to go to to appeal.

    They have explained what the Refrence number means on my ticket, but actually got part of the reference no. wrong in there letter.
    They then go on to tell me the generic definition of the infringement 'Not displaying a valid pre-paid voucher from a ticket machine' means.

    I have copied the letter and taken out anything that shows my name or details of the PCN on it, but cant seem to upload it to here for you, as when I try and add a picture or anything it asks me to enter the URL of the pic etc

    Where do I go from here please?

    To recap Blue Badge Driver, parked in DD bay, but didnt display 'clock' correctly, but had displayed my badge.

    I sent a leeter to ANPR, sent a copy of that letter with covering letter to BPA, then personally took a copy of both of these letters, and a covering letter to the owners of the land, at the Shopping Centre Managment centre. I have not heard back from the latter.

    Any information and advice will be greatfully received.

    ok , now you have a popla code, read post #3 of that NEWBIES sticky thread

    check the expiry date of the popla code they have given you and add that date in your next reply (do not post the code on here)

    then click on the POPLA appeals link and find the most suitable popla appeal based on not a gpeol , no contract and poor signage

    any BB or EA 2010 issues could be added as an after thought, but popla wont rule on them or on mitigation, so you will win this on legal issues only

    make sure you still try to get a landowner cancellation too , fight them on all fronts

    DO NOT MISS THE POPLA DEADLINE !!

    as for adding pictures here , cannot be done, hence your difficulty

    add redacted copies to tinypic or photobucket , then post the link on here, but CHANGE the link from http to hxxp before posting here

    dont forget to add the expiry date in that next reply as well as the tinypic dead links

    I dont seem to have a Popla expiry date, its not provided in the letter. So how do I find this, or is this another failure upon ANPR-Ltd's part?

    The link they have given me http://britishparking.co.uk/Independent-Appeals-Service
    just takes me to a page, stating that I should appeal with the operator, and if it's rejecteed they will provide me with a Popla code, but I cant find any link to appeal.

    I have contacted the BPA via e mail to tell them this, and asked how I appeal, and have given them the information I have received from both them and ANPR-ltd

    Check the POPLA code on Parking Cowboy's website. (Which is mentioned in the NEWBIES thread you've already been requested to read). :)

    PS - don't bother trying to use IMG tags; if you can't post a link (hence using hxxp) then you can't link to images either. :)

    as above, I did tell you to read post #3 , where the parking cowboys link is clearly displayed for checking the popla code (I never said it would be in the letter - only the code is in your letter or email)

    a later post in the NEWBIES thread has steve clark`s email address for complaints

    POPLA appeals are placed using the POPLA website which is operated by London Councils

    methinks you havent done enough reading and research, please do so now

    as fo the links, if you cannot post live links, post a dead link to tinypic for the photo or scan you wanted to show
