Talktalk Reputation Rebuild has not worked on me

As an existing TalkTalk customer I have just tried to change my option package from Option 3 to Option 2, and get my costs reduced and still retain my broadband connection.
After calling three different numbers and being passed on twice I finally managed to talked to someone who knew the answer. It was no. It seems I have an 18 month contract which has another 3 months to run. I was also told (very politely) that if I were to cancel my contract early, I would have to pay a £70 fee. I said I would cancel my direct debit. To be told that I would be persued by a private debt collector. It seems that the Option 2 offer is available to ''new customers only''.
