    well no as we don't know the properties invovled, there are exceptions to every rule, as I said like for like I would take the top floor, if I had to take a lower floor I would checkout the soundproofing big time.

    Not easy or cheap to reduce impact noise, the cheapest way is going at it from the flat causing the problem., if on friendly terms.
    Why risk it tho, just buy a top floor. It's not like lower floors are cheaper.

    I can hear impact noise, footsteps and squeaky boards on the floor in one room, no TV noise tho

    If they have squeaky floorboards tell him to fix them. It will be in your lease. Your right to quiet peacement.

    They should also lay Red impact underlay which is industrial. Weights a ton and reduces impact noise by about 80 decibels. You would not hear a doorstep, that's what it's designed for. Best thing since sliced bread.

    not wooden boards, so not sure it's an easy fit, and the flat above is not going to lift their carpets and pay for underlay.

    To be fair my problem is not huge, I've not said there aren't solutions to noise problems, there are but can be very expensive and working with a LL or unhelpful neighbor can make things impossible, which brings me back to my main point, just buy a place than minimizes any potential prolems.
