72 hours is an arbitrary made-up time scale, unless there is something in the contract (between the store and UKPC) that states any cancellation requests must be made within 72 hours of the PCN being raised.
It's a retail park, the contract won't be between the store and UKPC. More likely it'll be with the managing agent. I'd imagine this is why they are telling you there's not much they can do, which is true, but only to an extent. Clearly as tenants they still possess some leverage.
Regarding your EA complaint, are there disabled bays on site and, if so, how many?0 -

That may make an EA 2010 claim more difficult as they will argue (likely somewhat convincingly) that they have made reasonable adjustments - the duty is not to make all possible adjustments, only those that are reasonable - the provision of 10-12 disabled bays may satisfy this requirement.
Of course, at this stage there's no harm in raising it as a point.0 -

What a coincidence! Having just received the letter from Tkmaxx I now have the letter from UKPC rejecting my appeal and giving me a POPLA number.
Off now to follow advice on sticky thread re what to write.

What did the letter say? you could tell the store that you will be charging them for your wasted time should a POPLA challenge rule in your favourFrom the Plain Language Commission:
"The BPA has surely become one of the most socially dangerous organisations in the UK"0 -
Letter from Tkmaxx above at #7
Letter from UKPC is addressed to me as driver (my wife is registered keeper - out of ignorance I said I was driver and made online appeal) and says:
'..We have investigated your appeal based on the information you have submitted and confirm that this Parking Charge was correctly issued because there are sufficient signs at the Highbridge Retail Park warning drivers that there is no parking outside of the designated bays, this includes parking across two bays.
The requirement to make reasonable adjustments under the Equality Act 2010 is satisfied by the provision of nine disabled bays on site. Unfortunately, if these are in use disabled drivers are required to park elsewhere on site in accordance with the terms and conditions on site.
Our Appeals procedure is now concluded, you may now pick one of the following options:........'
1 pay £60
2 Appeal to POPLA within 28 days
3 Do nothing and matter will be passed to debt recovery agent, Court action etc.
Have found template letter via sticky re ticket issued in free car park to appeal to POPLA.0 -
