Hi Cardew, thanks for your help in this. A day after the Consumer Council for Water got involved I had an email from Affinity saying that as a "gesture of goodwill" they would refund me for the full 8 years of overpaying. In total it came down to almost £1200. They paid off the bill for 2015-2016 and then sent me a cheque for the remainder.

Excellent result - I wonder how many other people are in the same situation. I have found the Consumer Council for Water are very good in these situations.

The 'goodwill' is really extending the statute limited 6 years backdating to 8 years, so I wouldn't ask for lost interest:D

If you 'can't have a meter', you can get an assessed rate.

I have, but still think at £26.50 a month (over 10 months) is too much (with Welsh Water). Main reason why I can't have one is because I'm on shared water supply with next door.
