An open invitation to break into your checked luggage.
Are you saying every suitcase with a small padlock on it is an open invitation to be broken into?,or if you put a padlock and a cable tie on it then it is twice as likely to be broken into?
So perhaps the only solution is to shrink-wrap the suitcase?

Airport security needs to be able to open hold baggage if they have a reason to need to look inside it. The best you can hope for is that they will call the passenger and ask them to open it if it can't be opened without breaking into it - but AFAIK they are just as likely to just break into it. And if they can do it for legitimate reasons, so could a dishonest airport employee. Hold baggage is simply not suitable for transporting valuable goods.
Let's settle this like gentlemen: armed with heavy sticks

And you're Peter Duncan; I gave you fair warning
