Please help with appeal against Norwich Traffic Control
They fined me for failing to display clearly the ticket while ticket was actually there and on the dashboard! It is said on their web-site that appeals on such ground as up-side-down tickets or tickets on the seat will not be accepted. Fine. I would like other ground.
First of all do they have a right to issue fines?
Secondly, if they act on behalf of City Council - the Council must be named on the Notice? Could the absence of Council naming be the ground of appeal?

Don't use the 'f' word for private parking scumpany's unenforceable invoices.

I have just received a letter from ZZPS ltd, on behalf of Norwich Traffic Control, suggesting that I pay the PCN fine (now standing at £130) or contact them.
The wording of my letter to them states the following -
"Dear Sir/Madam, I am in receipt of your letter - Reference xxxxxxxxxxxxx and dated 4th March 2015.
Since receiving the initial PCN, I have now corresponded with you on 7 separate occasions (from 19th Jan until now). Your last e-mail - 26/01/2015 - 15:02 being extremely curt and to the point –
“Hi (surname only),
You need to appeal to the independent appeal service.
Regards”
I replied that same day - 26/01/2015 - 15:21 with the following -
“Dear Sir/Madam,
I have already been around the houses, including trying to contact The Independent Appeal Service – as you had suggested. As stated in my attached letter their on-line form is not accepting the PCN number that you gave me (xxxxx).
Where do we go from here?
Yours faithfully”
Since that date I have heard nothing from you, until 9th March 2015.
The BPA Code of Practice section 22.14 states 'drivers and keepers may appeal against a parking charge to POPLA'. So I would appreciate my POPLA code by return.
I have 2 photographs as evidence of the parking sign at the Norwich University of the Arts’ car park. NTC Ltd do not own this car park and I challenge NTC Ltd to show that the signage was adequate and clear, since I do not deliberately breach terms.
As I previously stated, the original sign in the car park stated:
CHARGES APPLY MONDAY – FRIDAY 8:30 – 5:30
EXCLUDING PUBLIC & BANK HOLIDAYS
No mention of any charges applying to either Saturday or Sunday?
The top of this notice was then covered by a strip of silver ‘gaffer’ tape, covering the first line, so if anything, this made it even more ambiguous; confirming that charges did (originally) apply on Monday-Friday 8:30-5:50, but DID NOT apply on either Saturday or Sunday?
Accordingly, if you wished to suddenly start changing the rules, to apply a weekend parking levy, then surely some form of announcement or advance notice should have been given, rather than suddenly handing out PCNs to uninformed, innocent car parkers?
Clearly, I will state in my POPLA appeal that the charge - whether it be £130 or whatever figure you pluck out of the air - is not a genuine pre-estimate of loss. And as you do not own this car park, NTC Ltd do not have the legal standing or assignment of title to grant them any rights to pursue this charge.
I invite you to cancel the charge, unless you are willing to fund my POPLA appeal. Anything other than a POPLA code or cancellation will be reported to the BPA and DVLA immediately.

How does this sound to any experts out there? Or should I just not answer? ZZPS and Norwich Traffic Control have pretty bad press on the Internet.

Why are you writing to ZZPS at all? What's the point? None. I will add this to your new thread if you start one but it seems unneeded, no idea why you are talking to them.
Why are you quoting the BPA Code when NTC are IPC members, not BPA members? You don't get to use POPLA so I hope you were not trying to enter an appeal on the POPLA website.
The IPC website tells people how/when to appeal to the IAS if they want to bother (seeing as almost all lose). Sounds like you are too late anyway as there was only 21 days from the rejection letter...
Start ignoring them if so. No, please don't ask - ZZPS can't issue a CCJ, nor affect your credit rating nor 'send the boys round'.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Tried this once after completely forgetting to buy a ticket. I told then it fell off into the side pocket. They wouldn't wear it. I then told them that if they can provide written proof that the self adhesive stickers have been tested and proven to be infallible from falling off glass I would then pay. They wiped the fine!0
