delayed flight compensation

In November 2012 we left Manchester on time on a Thomas Cook flight to Cuba, after flying for an hour we had to return to Manchester Airport because of Engine trouble, we were then told it would be 23 hrs before we would be flying again.
We were put up in an hotel overnight and lost a full day of our holiday. I put in for Compensation and have just been informed by Thomas Cook we are not entitled to it as the original flight left on time ,can this be right?

    departure time is irrelevant, its arrival time is the criteria for compensation
