CPMS Parking Ticket - do I need to pay?

Hi, I received a parking ticket from a private firm CPMS Manchedter on 20/10/14.
I then received a letter 25/11/14 following it up. I have heard and seen mixed responses as to what I'm required to do. Today I received a letter from a Debt company giving me until 23/02/15 to make payment or it goes to court.
I didn't appeal the ticket as I was told to just ignore it, now I feel like I've made a mistake?
Any advice please?
