ATM in Dominican Republic problem

Just a simple question really. I have been using my Halifax Clarity Credit Card to withdraw cash from ATM's quite regularly with no problem here in the Dominican Republic.
Today it gave me a withdrawal slip, but NO cash. We found a nice lady in a shop who lent us her mobile so we could contact the Halifax operator to discuss the transaction. The Halifax operator said we should use a landline and reverse the charges (collect) tomorrow to set up a dispute procedure if the transaction has gone through and shows on the account.
Now here is the silly question! Being as no one seems to know the International operators number here (locally) in the Dominican Republic, the Halifax operator said just google and you will find the number.
Well I am afraid it does not come up. This is quite frustrating!
We did find a number for the US, but said we had to have an International calling card. For a collect call I said? Yes was the reply.
Does anybody know the International Operators Number (landline) here in the Dominican Republic that will put me through to the Halifax who will pay for the call?.

I had a quick look. I think you can just dial the collect call number of the phone company you want to use. So, 1-800-CALL-ATT would put you through to AT&T who would set up the collect call for you.

Also might be of use:-
"1800 Reverse is an international reverse charge service. It allows international reverse charge calls to be made back to fixed land lines in Australia or the United Kingdom. It is accessed by dialing the relevant international call prefix, followed by the number 8000 REVERSE (i.e. 8000 7383773)"
From that, it seems you would dial 011 8000 73837730 -

esuhl. Your suggestion was exactly what we tried. The operator said we needed an AT&T card. When I said I wanted to carry out a call collect (reverse charge) she said I still needed a card and that was the way it was. Doh!

Sorry, I don't really know any more about it - I assumed the number I found could just be used from any landline or payphone without the need for a calling card.

I would read all the faqs etc carefully just to be sure - it's not a service I have ever used so can't vouch for it. I do vaguely remember Holly Vallance doing adverts for it about 10 years ago though!!

The only number I could find is 1-800-8722881. Perhaps that is the one you've already tried.0

Yes. Naturally. That is what I have done up until now from a pay as you go Dominican Republic SIM. Halifax wanted me to talk to them for some time. Hence them advising me to reverse charges.0 -

Do you have a pc (with speakers & mic)/tablet/smartphone - and access to reasonable wifi?
If you install Skype and set up a pay-as-you-go account, you can call UK landline numbers for 1.8p per minute. (Calling the UK is the same price from anywhere in the world.)0
