As long as VAT has been paid in one country, you have to be able to prove VAT was paid. In Japan it is only 8% so preferable to UK which is 20%.
But you should not pay VAT twice, if its not been paid then you have to pay UK VAT, but if VAT has been paid in another country, then customs should not try and charge tyou VAT again to bring it inot this country.

Totally correct providing that the goods were purchased in another EU country but as Japan isn't in the EU, it doesn't apply.0
