Visa Gift Cards for buying currency??

Hoping someone can help with this:

At work we won £700 of vouchers each. One of my colleagues spent all of his on prepaid Visa gift cards at £50 each.

He planned to buy £700 of US dollars for his holiday, but it seems nowhere will accept the gift cards!

The cards and swipe and sign, the reason for refusal is that they aren't chip and pin, yet they clearly state they can be used anywhere that accepts Visa.

Does anyone know any currency websites where it's possible to pay by multiple cards? Or any other options?

You can cash them in by paying into your bank account......but you will pay dearly for this.
You can only use them on-line.

Thanks! D'you know any currency sites he can use more than one card in one transaction though?

Me thinks he should've investigated this first before buying these wretched cards
