    Yes, just a couple of lines, attach a copy of the PCN as they always want to see that, plus a copy of your appeal and proof it was sent - and state that nothing has been received except for another letter (attach a photo of that). Ask the BPA to investigate why this member has not rejected or accepted the appeal.

    Good luck with your dissertation - my daughter is also in her final year and son in his second year so as a family we are well aware of the pressure at times!

    Mention that they are in clear breach of clause 22.6 of the BPA Code of Practice in that they are continuing to process the pursuit of the charge while an appeal is still in progress.

    Show them the proof of receipt of your appeal, and inform them that UKPC have effectively ignored this appeal.

    You want them to investigate the breach. Don't ask them to cancel the ticket, you just want them to investigate the breach of the code of practice.

  • To whoever it may concern,

    I am hoping you can help me with an ongoing matter.
    A parking charge was issued to the registered keeper on 18/12/14 and the 'Notice to Keeper' was promptly received on 21/01/15 (attachment one.) Following the instructions UKPC gave on their NTK, a letter of writing contesting the parking charge was posted on 28/01/15 by Royal Mail first class stamp, (please find enclosed attachment two: picture of the proof of postage) keeping in accordance with the allotted time UKPC stated an appeal should be made within.

    Within the appeal, it was stated that a proof of submission had been kept and a considered response would be expected within 35 days time (see third attachment). Roughly two months down the line and no reply has been received from UKPC regarding the appeal or whether they received it in the first place, as I know this is a common practice. Instead a further 'Final Reminder' has came through the post asking for an increased sum of money and showing that UKPC have effectively ignored the appeal (see fourth attachment). I am writing to ask that you investigate why this member has not rejected or accepted the appeal. From quick research I've found that UKPC are in clear breach of clause 22.6 of the BPA Code of Practice in that they are continuing to process the pursuit of the charge while an appeal is still in progress. An investigation into the breach of the code of practice would be greatly appreciated as it appears I have followed all the rules that have been given, yet UKPC have failed to do so.

  • Just added that bit in, should I mention where the charge was given, i.e. the Metrocentre and why for, or should this all be accessible from the attached photos?

  • Ahhh very true! Can I just ask one more question before I send the email off? What should I expect from their response and is there still any hope of having the charge cancelled?

    They will probably get UKPC to issue a POPLA code (if UKPC don't cancel). Then you win by following 'How to win at POPLA' in post #3 of the Newbies thread - templates for UKPC cases already written but also be ready to rebut their POPLA 'evidence' later on, if not too snowed under at Uni.

    Yes, you must show the BPA who you are and all about the PCN, the entire Notice to Keeper should be shown (not the windscreen ticket, if any, as the 'keeper' would not have that).
