Top floor flat?
As you say, you should be picking up heat from the flats below, but only if the loft above you is well insulated - You probably have the loft access trap in your flat so have a look at the loft to see what insulation is up - Should 15" thick and cover the entire area0 -
No Im not on the top floor, but thanks for the suggestions, I reckon the problem was the boiler temperature was too low.

We have felt cold, in the last 12 months since having a new boiler and radiators, yet the thermometers (on digital, one crystal) and the room thermostat reading has been 22 degrees. Other days, even 20 has felt hot......It's our age.0

Just wanted to point out that if the radiators need bleeding they will feel colder at the top than at the bottom,(Not the other way around as suggested in a earlier post)0
