PCN with an none completed Date on it

Hi All,
I have read the newbie posts on this, but want to run this past a few of you forum members with knowledge in this field.
I recently had a PCN attached to my windscreen for parking in my sisters works car park space (on private land and rented at £20 a month to my sister via her company) with out a permit. Stupid I know but it was a Saturday afternoon and they only work Mon-Fri, and have parked there many times before with no issue.
Anyway got back to the car to find a PCN stuck to the windscreen. My car is a company car and is leased, and I know the lease firm we use tend to pay parking fines and add an admin fee on top without asking questions first, so I understand I need to appeal the PCN direct, naming myself as the "keeper" of the vehicle to deflect them away from the lease firm.
The company that issued it is Vehicle Control Services Ltd - Sheffield.
Upon checking the PCN my wife noticed that in the ISSUED Date Section it only states /1/15 - i.e it doesn't state the actual date it was issued.
Is this grounds to appeal the PCN, due to it not being completed correctly?
If not can the £100 fine (£60 if paid in 14 Days) be classed as an excessive charge, due to the fact I know its £20 a month to rent the space?
Any information on this would be gratefully received.

if you had read the NEWBIES sticky thread you would know its an invoice, not a "fine"
you would also know the charge cannot be a gpeol, so yes you are right and can challenge on that basis
this could end up going the distance 96 years) as VCS and the IAS will probably reject your appeal, but if it ever went to court I think the incorrect NTK would help your case (only a judge can decide)
there are many reasons to appeal a pcn, not just that one, all explained in the appeal template in the newbies thread, and the popla appeal examples there too (even though its no longer popla)

Hi All,
I have had a reply from the standard template I sent to them. I editored the template to state I was the "Keeper" of the vehicle so that they didnt send anything to the lease company.
They have rejected my appeal and state I can either pay the reduced amount of £60 or I can Appeal to the IAS . From reading the Newbie post I can see that I need to post a photo of the signs and also the PCN. I will do this tonight when I get home.
Can I attach them to this post or do I need to create a new one?
What is the process after this as apparently I need to appeal with in 21 days?

Any info about this "case" should be here - DO NOT create a new thread as it just fragments things.
Read up other threads here about IAS appeals and make your own decision as to whether to bother appealing. (You will almost certainly lose the IAS appeal - even if you give legally-iron-clad arguments - as the nameless assessor will find any means possible to find for the PPC. Others may argue that this could actually support your case if court action was actually taken).0 -

I have read a bit of other peoples appeals and they all seem to be rejected, and then advised to ignore the next 6 years worth of letters (unless court papers)!
What is the reason for posting the PCN and the photo of the signs? Is this in case there are any valid reasons seen on them?
The reason I ask is the PCN does not have a valid date on it, it just states /01/15 i.e it doesnt have the day on it. Is this a valid argument to give?

Of course it's a valid argument. It's also something the nameless IAS assessor will find words around to ignore this appeal point.
I can't really advise any further - it's your choice whether to appeal or not. If you do decide to appeal, check out the forum for other IAS and POPLA appeals to get an idea of what's reasonable to use as appeal points.
The comment about pics of the PCN and car park signage is that these can help guide towards the pertinent appeal points. e.g. the signage may talk about breaching rules of parking - in such a case there is no contractual offer to park, therefore any claim must be a genuine pre-estimate of loss.
But even then, the IAS assessor will deem any such appeal claim as irrelevant. Remember - it's a kangaroo court.0 -

That is what I thought :j - Its one of the reasons I have uploaded the photo of that sign, I believe there was a couple more signs, one that was even more damaged but I need to pop back and take some more photos I think.
Can anyone else see any more arguments to put forward in an appeal? So far I have:
1) No Date on the PCN
2) Damaged Sign that doesn't display the parking charge.0 -
Edit your images to redact the identifiable info (including the VCS reference) ... PPCs like VCS trawl these forums!
And what relevance is there for them to record VED info? From October 1st 2014 there's been no requirement to display a VED disc anyway.0 -
The PCN doesn't state where the event took place other than Grove Rd, Rotherham. Is that a public highway or a private road?
The box for site number just has a code, not the name or location of the car park. So, if Grove Road is a public highway, the PPC have no legal right to ask joe public for any money and the PCN is non compliant.I married my cousin.
