just listend to an interview on Bbc three counties radio where Dave smith stated that 'fines' are not fair in some circumstances and are not legally enforceable.

I was interviewed first, at about 7:20am, and gave examples of people spending hundreds of ££££s in a retail park, and then being hit with a £100 charge for being over the 2 hour limit.
I also managed to get in that motorists should appeal to POPLA on the grounds that the charge is not a genuine pre-estimate of loss, which will get the charge cancelled virtually every time.
Then the hapless Dave Smith from the BPA came on, clearly lacking the media skills of Patrick Troy, and the presenter in a Paxman-like interrogation, got him to admit that the 'fines' were unfair, and not legally enforceable.
Pure comedy gold.

On the subject of BPA publicity, I notice that their infamous "Monday Musing" hasn't been published since December 23rd. Were they getting a bit cheesed of by the many comments which went against the party line? As usual with Bovine-excrement Purveyor's Association, the truth is something they can't handle.What part of "A whop bop-a-lu a whop bam boo" don't you understand?0

I think the use of the word "fine" was deliberate because that is still how Joe public understand speculative invoices.
