CPM Parking Charge

I received the ntk letter after 15 days from the date that the alleged parking offence had occurred.
The letter displays a picture of the front and rear of the vehicle and in both does not show a tickets affixed to any part of the vehicle.

My question: am I ok to appeal based on receiving the ntk past the fifteen day deadline for non ticket ntks.
The ticket was issued on private land in a housing complex and there is no anpr cameras, the ticket is from CPM (UK car park management).
