i tried to sign up to Talk Talk package but i was told they "don't have their own equipment installed at my local exchange".When i queired further they said there was "no space at the exchange"
Anyone experienced this with Talk Talk ?

There is no duty on any other network operator to install equipment in BT exchanges. They can choose the ones they feel will be most profitable to them.
There is a duty on BT to allow installtion if another operator wants it. There are hundreds of exchanges (mainly smaller rural ones) where BTW is the only provider. They'll never be economic for LLU providers under the present wholesale pricing structure.
There are some LLU'd exchanges where there is no more space on the existing rack for further LLU connections, but that's less common these days.No free lunch, and no free laptop

Why would current wholesale prices determine if a LLU operator decides to provide access to their own MPF/LLU network ?, it's because the potential return is not attractive enough and nothing at all to do with 'wholesale pricing ' as providing there own kit means they don't buy in wholesale access from anyone,0 -

But do the potential LLU providers not pay a fee to OR for the right to provision their own equipment in the exchange (ground rent, if you like)?No free lunch, and no free laptop
