Get PrimoPDF, free PDF printing software, acts just like a printer except in creates a PDF file instead of a piece of A4.

If it is your PC, download free software like foxitpdf or cutepdf.
Once you install, open your .jpg or .tif from scanner.
Click print, you should be able to find pdf printer and save it as pdf0 -

You can go for ' Save As ' option to create pdf file.0

I use Cute PDF for this. You can send to print via this and it will enable you to save as PDF0

Yes, although most of the times that a signature is asked for it really isn't needed. And when it is actually required for a good reason then there should be an option offered to return the form by some other method than just a PDF - as Strider says, not everyone has a scanner or even a printer. The only things that I can think of that I'm required to sign (such as passport, driving licence, job contract, rental agreement) can all be sent by post - and as things stand, some have to be sent that way.0 -

One way to do it is:-
"Print" the online form as a PDF.
Open the PDF with Word 2013.
Insert a bitmap/jpeg of a scanned signature, into the appropriate place in the form.
"Print" the form as a PDF, from Word.0 -
I can scan the form and save it directly as a PDF file - just tested it, bit fiddly looking for the settings but it seems straightforward - just seems very silly to do it this way!
