    I am not in either England or Wales, but my understanding is that if the work encompasses notifiable work then you should also receive a certificate from Building Control. However it is also my understanding that responsibility for notifying Building Control is with the homeowner, and not the contractor (although if he/she is registered with one of the so-called Competent Person Schemes (which do not actually ensure that the person conducting the work is competent or even qualified or experienced - or perhaps anyone in that company) then he/she will have the right to self-certify compliance with the requirements of the Building Regulations).

    Assuming the electrician utilises a certification scheme provided by organisations such as NICEIC, the ECA, Napit etc. then the certificate will normally be issued by them as they notify building control on the electrician's behalf.
