ANPR help please?

I have recently received a Athena ANPR parking notice form. I have appealed this which was rejected (shock). I have just got back off holiday and been sent a final demand. I have looked on the other threads about this, so was going to send an appeals letter to POPLA however notice on their website that it needs to be appealed within the 28 days.
Do i pay this charge? Not sure on what to do!!
The charge itself has been sent in the name of my partner who is the registered keeper but it was me that was driving the vehicle at the time.
Any help would be greatly appreciated!!
