COUNCIL TAX - Based on number of People?

Hello all, I wanted to know if council tax is based on the number of people in the household? Or is it simply set by band? I know some people can get discounts and exemptions, but is it increased at all by adding more people to the home? Thanks in advance.

What specifically is "national taxation"?

Council Tax and Non Domestic Rates are the only forms of taxation where the money collected goes solely to Local Government, CT directly, NDR redistributed according to the government's allocation.
