    The reason there's only 3 is because the scene booklet isn't really to be completed in damage only collisions.

    So you don't record damage only accidents if one of the drivers is drunk?
    Where details cannot or have not been exchanged?
    Where there is an emergency services vehicle involved?
    Where there is evidence of an offence?
    Where a stolen vehicle is involved?

    What sort of tin pot force are you in?
