Charging for tap water

OP, if I were you I would write to the restuarant / corporate headquarters and raise the issue. You should not have been charged.
Our if interest, did the receipt specify tap water? I am wondering whether the waiter made a mistake and charged for bottled water in error?
I would also post a review on trip advisor if you have time - you can stress that the rest of the meal and the service were good, but that charging for tap water is not appropriate and that the fact that this is not mentioned on the menu, or flagged up by the server, is an issue.All posts are my personal opinion, not formal advice Always get proper, professional advice (particularly about anything legal!)0
