They can charge whatever they see fit and it was your responsobility to ascertain any costs before asking for the tap water.
The Licensing Act 2003 (Mandatory Licensing Conditions) Order 20103. The responsible person shall ensure that free tap water is provided on request to customers where it is reasonably available.Mandatory.

I don't agree with missteak, post #12 either.
We often order tap water as an addition to mid priced or expensive wine/champagne, so it is not associated with being a cheapskate except by snobs.0 -
It used to be customary to put a jug of water on the table without having to ask for one.
As for being a cheapskate - our local tap water is better than most bottled.0 -

We went to one of Jacqueline O'Donnell's restaurants yesterday (10 of us for a family lunch to celebrate my birthday). Jugs of iced tap water were placed on the table without even asking.
So asking for (and being served) tap water is not the sign of someone being cheap - if a celebrity chef's restaurant does this then there's obviously nothing wrong with this practice.0 -

I've always asked for water whilst eating out, and always got it free of charge. I generally specify no ice as I don't like icy-cold drinks. Some places have just supplied a glass of water, other places have brought a jug to the table complete with lemon slices. It just depends. But the bills have never ever included a charge.

Katie is a wonderful woman, we have had the pleasure of her company on 3 occasions and she is not at all like portrayed in the media.
I've had the pleasure of Alan Sugar's company on several occasions and he's the most wonderful, generous, pleasant and charming individual and nothing like the ar(text deleted by me before the sensitive forum team do) hole portrayed on TV and everywhere else.0
