Thank you for your letter. I confirm I am the keeper of the car at the relevant time. I understand that you are seeking to hold me responsible for any charge arising out of the event even though you don't use a 'POFA version' of a Notice to Keeper and this allegation is not even a parking issue! An interesting approach and one that cannot beat a keeper at POPLA and does not even meet the 'reasonable cause' basis upon which you are allowed to obtain keeper data from the DVLA under your KADOE contract. A parking firm pretending they can charge for moving traffic offences is novel to say the least - but utterly baseless!
I am challenging this notice on the grounds that your demand does not represent a genuine pre-estimate of any loss. I have visited the location to see for myself and your laughable (and not very obvious) sign seems to allege that, if you enter by the exit you are breaking the terms of the agreement NPE have with the landowner. So, prove that contract with the landowner then and prove your loss.
I suggest you cancel this charge. Should you decide not to cancel, send me a POPLA code so we can have the matter adjudicated professionally?
Furthermore I would confirmation with regard to the suspension of the charge until the appeals process has been fully explored. I received the notice yesterday (7th Jan 2015) so I expect the charge to be suspended from that date.

Saw this on Saturday, fantastic news, although the condescending clap trap on the fact they were doing it for health and safety reasons was total bovine excrement. 30 years of total carnage I think not. MSE well done for the campaign and advice against these crooks.0 -
