Not sure what help you think you need because you don't need help on this thread, you simply need to read what's already here a bit closer. Click:

And if you had read the NEWBIES read these FAQS first! thread near the top of the forum you would have seen a whole section in post #4 about debt collection stage (boring) and why I beg people not to start threads about them yet again (please just read other threads about these tedious letter chains). And in post #6 of that same sticky I give a link to 'successful complaints' which has templates galore.
This is already covered in the sticky threads, we can't answer on every thread about every debt collector letter and how to complain, that's why your thread (latest post) wasn't replied to - we have no time to do this or we wouldn't be able to help people who have court cases or POPLA appeals they are submitting in time. We want you to be informed and confident not to pay - and we encourage you to complain - but we need you to read the threads which are already here for the very reason that this forum is too busy to field the same issues again and again and again.PRIVATE 'PCN'? Groupon-Mad - Please accept my apologies for starting the new thread, I am now reading the NEWBIES thread.
I need to complain to BPA and DVLA and would really like to know if the below is okay to send or not? I have found all the contact details but not what other people have sent.
Dear Steve
I am emailing you in relation to Excel Parking Services and PCN No: XL*********. Excel Parking Services have never issued me with a letter of rejection or a PoPLA code and therefore have denied me the ability to appeal in accordance with the BPA Code of Practice.
Please find outlined below a time line of events which have occurred and find attached the supporting documents;
24.06.14 - PCN received at Queen Street, Preston.
25.06.14 - Appeal submitted via email to Excel Parking Services Ltd.
09.07.14 - Follow up email to Excel Parking Services Ltd to see if consideration towards the appeal had been given.
10.09.14 - First correspondence from Excel Parking Services Ltd informing of an outstanding debt of £100, no PoPLA Code or rejection letter.
20.12.14 - Letter from Rossendales Collect informing they had been contacted to recover the outstanding debt of £130.00.
29.12.14 - I spoke to PoPLA informed I had not been given a code but needed to appeal to them. I was informed to put everything into an email and send it across.
06.01.15 - Second letter from Rossendales Collect informing that failure to pay the outstanding amount may proceed to court unless payment is made in full.
Please may I request that this is investigated.

If you were feeling devilish you could split that up and send two complaints, one with the events concerning the original rejection and debt collector letter, and the second complaint a day or so later following receipt of the debt collector letter.

It looks OK to me otherwise but I b'aint no eggspurt.I married my cousin. I had to...I don't have a sister.

Yep send that off, glad you have now read the relevant info and realised how to fight this and not to worry about the silly letter chain. Excel have moved away from the BPA but as they were BPA AOS members at the time of the parking event, they can be 'advised' by the BPA to issue a POPLA code or cancel the PCN.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
