Excel parking ticket - please help

Please may someone help me with what to to do next? Do I just pay the fine of £130. I am worried and don't know where to go from here? I took guidance off threads online and wrote my appeal to POPLA (first email below) but today I have received a rejection saying I am too late (second email below). It was obviously my mistake that my first online attempt to POPLA didn't go through but could there be a way around this or a way to request POPLA to look into my appeal as it could have been a fault with their site and that's why it didn't go through??
I may be clutching at straws but any advise would be brilliant.

On 24th June 2014 I received a Parking Charge Notice at The Homebase Car Park on Queen Street, Preston. I often park here but normally for over 2 hours so I purchase a parking ticket. On this one occasion, as I knew that I would be approximately one hour and that parking was free in this car park for less than two hours, I did not purchase a ticket. Unfortunately, what I did not realise was that you still had to collect a ticket from the machine and display it. Please find attached a copy of my PCN and previous tickets which I have purchased from the machine when staying over 2 hours to support this.
On 25th June 2014 I submitted an appeal to Excel Parking via email. Please find this attached.
On the 9th July 2014 I emailed Excel Parking to see whether any consideration had been given to withdrawing the penalty charge on this occasion. Please find this attached.
On the 10th September 2014, I received my first correspondence from Excel Parking was which was a Notice of Intended Court Proceedings. This letter was informing me that the outstanding debt was £100 and they were disappointed that I had failed to pay the fine which confused me as I had not had a response to my appeal. Later in the letter it then stated that my appeal had been unsuccessful and they required payment. As the letter did not inform me how I could appeal further I decided to research online what I could do. Please find the letter from Excel Parking attached. Following research online, I found that I could appeal to POPLA and went online to do so, I did not receive a reference number for the appeal but figured that I would hear something soon.
On the 20th December 2014 I received a letter from Rossendales Collect informing me that their client, Excel Parking had instructed them to recover the outstanding debt of £130.00 immediately and unless I pay the debt amount within 7 days or contact them with my proposals recovery action will commence.
This then brought to the forefront of my mind the fact that I hadn't heard anything from POPLA. On the 29th December, today, I contacted POPLA to discover whether my appeal had been considered or not. I spoke to Maggie who informed me that there was no appeal on the system relating to my PCN Number or linked to my name and requested that I emailed my appeal direct to POPLA with all correspondence and information that I had.
Therefore please may I request that this is my appeal on the basis of;
It is free parking for under 2 hours, I was there for 40 minutes and when using this I always endeavour to comply with the conditions set out, please see proof of previous parking tickets.
I look forward to hearing from you and thank you in advance.

POPLA appeals
Thank you for your e-mail below.
Your appeal was received more than 28 days after the rejection of your representations by the operator. Our website makes clear that if you want to appeal against the operator’s decision to POPLA, you have 28 days to do this.
The Adjudicator has therefore directed that your appeal cannot be registered.
In order to avoid any further action by the operator, payment of any amounts owed should now be made without delay. Details of how to pay will appear on previous correspondence from the operator.

That PoPLA appeal would've lost anyway. Just ignore everything now unless you get real court papers from Excel themselves or their solicitors (highly unlikely but not impossible).
Don't tell us about empty threats from debt collectors, we've seen it all before and they don't mean anything.Je suis Charlie.0 -
It is not a fine.
PoPLA decisions are not binding on the motorist so you do not have to pay.
The NEWBIES thread tells you all about debt collector letters and why it is OK to ignore them.
Have you complained long and loud to Homebase and demanded that they cancel this PCN?I married my cousin. I had to...I don't have a sister.

I have had a letter from rosendales collect threatening to take action if I don't pay in 7 days - I was worried they may send bailiffs round?
No I haven't complained to home base as I wasn't visiting their store, only using their car park should I write a complaint to them?

So you have some free poor quality bog paper or fire lighters from Rossendales then. How nice of them. Only a court can appoint bailiffs, and then only if you have been to court, lost in court, and not paid. None of this has happened.
My memory isn't very good. How is yours? Are you sure you weren't browsing in a base near home on the day in question? Do you remember going in the shop?

I hope you know that debt collectors have no powers to get any money from you. All they can do is to ask you for money. They cannot force entry or take any goods ..... They cannot even take you to court.The word "gullible" isn't in the dictionaryTickets: 19 [cancelled: 18, paid: 0, pending: 1]

Thank you all I feel a lot more at ease. Going to complain go home base about it. Do I write to their head office or the home base I was parked at? Any advise what I can write? Thanks0
