Any idea why text messages are being blocked

My son is with 3, and has a Samsung S5 on contract. We are all Whatsapp users rather than text messaging, but some of his friends don't use Whatsapp.
For some reason, text messages seem to be blocked and not being received by his phone. If I then text him (from another 3 phone - also Samsung, in case that's relevant, then it seems to release the block and he will received a load of text messages all at once. Messages that have been sent days ago.
Any idea what could be causing this and how he can resolve it? Or is it a case of having to speak to 3.
I suppose I could just remember to send a test text him every few days, but it would obviously be better if it could be resolved another way.
He has tried resetting the phone, but this didn't solve the issue.
