Is this a CPM notice to keeper?

Had a parking ticket placed on our car 17th nov at the flats where we live by uk car park management, on reading these forums we decided to wait for notice to keeper to arrive to start out appeal, we have only just received out first letter today it's dated 20th Dec I guess it could have got held up in xmas post? But at the top in a bold red box is the words FORMAL DEMAND followed by do not ignore and all the other details regarding the ticket and stating its £100.
Is this there version of a ntk or does this sound like the second letter sent out? Mrs is adamant that it's the only letter she's had (cars in her name) and if it was sent on 20th then I can't see a ntk being sent out before that?
Shall I appeal this and treat this letter as ntk or have they made a mistake and not sent out the first letter? Want to make sure I go down the right route from the start so thought I'd check first as the ticket was placed over 40days ago so wasn't sure if there was a different approach?

Just to add there was 4 residents that got a ticket on the same night, I've spoken to the other residents and they have received the same letter so I'm guessing it's there version of a ntk? As we all received it around the same day.0

Where there has been a windscreen ticket the NtK has to arrive between 28 days and 56 days later, so what you've got is a NtK of sorts. Just read the Newbies thread, learn how to appeal it and win, and make sure you instruct the other residents too.Je suis Charlie.0

Ok so I will treat it as a NTK then, had a read of the sticky think I've got the idea of what to do, I've given the other residents the link think they've complained to managing agent as well as we have on going issues in this car park that lead to the tickets being issued.0

Yes the Formal Demand is their useless attempt at a NTK. Seen it before, that's the first letter so send the appeal from the NEWBIES thread.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

When you receive the response to your stage 1 appeal they will no doubt reference HHJ Moloney and tell you that the letter is in fact a forum template which is no longer valid/out of date. Ignore that and have a good laugh at their spelling mistakes and punctuation not to mention their attempt at cost breakdowns. (Staff clothing and training is included).
Search my threads for examples of POPLA appeals with UKCPM if needed (youll have to trawl through the mountain of crap i posted. I found it pretty daunting. Members on here are decent enough to help out.

Had an email from the management company saying the tickets have all been cancelled.
I emailed back asking for proof of cancellation and can't believe the reply I got from the management company, 'dear ........ I can confirm the parking tickets have been cancelled' as if that's enough!
We have asked for proof from cpm so will still draft up an appeal in case they don't provide this think I've got till next Thursday to appeal so will post on Monday I've received nothing.0 -

You are spot on with your actions in case the PPC ignores the management company. It does happen. Did the cancellation quote the PCN numbers as it needs to be specific in this matter?I married my cousin. I had to...I don't have a sister.

No didn't quote anything just said 'tickets had been cancelled' which made me laugh.I sent a reply to management company saying it's not enough and that if I don't have a cancellation notice from cpm with all the details of the ticket then il carry on with appeal.
My thoughts are cpm are fobbing of the management company so we don't appeal within the 28 days and once our times up they will send out there next letter making it harder for us to appeal and then make out they never promised to cancel tickets. I might be wrong but from what I've read on here I just don't trust them and wouldn't put it past them, also our management company are pretty useless too.0 -

Notices.
Captured my vehicle with camera but no tickets issued UK CPM LANCING.
Claims to be part of BPA and DVLA obliged them with owners details.
Any truth in this ?:j:j0
