P4 parking - no website

I received a windscreen PCN on 20/12/14, it states on it that it is possible to pay through their website. It also states you can appeal through email and post. I have attempted several times to access their website but it doesn't seem to exist.
Do I still send the appeal through email and or post?


I have read the guidelines on the newbies post and think I have understood that I should appeal at around day 21.
I am slightly panicky about this as I have never received a PCN before and don't have the £100 or £50 reduced fee for that matter!






Any Advice Gratefully Received.

    Cover your bases by appealing by email and post. Get a free proof of posting. Come back with help for your POPLA appeal

    Don't panic. Follow the advice here and get the 100% MSE discount. Unless this was a lease/hire car or one of the small parking companies specifically mentioned in the NEWBIES thread you should wait for the NTK, not appeal to the windscreen PCN.


    Remember, do not pay, do not ignore, do not reveal who was driving. Use the template appeal from the NEWBIES thread. As hoohoo says, send it first class from a Post Office and get a free proof of posting. Do not send it recorded delivery.


    P4 are members of the BPA so this will be a piece of cake to beat.

    Do not panic, it is an unsolicited invoice from a two bit company asking silly money for an alleged breach of an unfair, and therefore unenforceable. contact.
    You never know how far you can go until you go too far.

    Thank you all for your help. I have checked their website and the appeals link does seem to be working now. As they are one of the smaller companies listed am I right in thinking I still wait for day 21 to appeal the PCN or should I appeal now?
    I'm sorry if this is information given to me previously but I just need to be completely clear that I am doing the right thing.

    And just to add, the reason you appeal as keeper around day 21 (in fact you can do so by email up until day 26 I would say) is that you hope the PPC will then forget to send a Notice to Keeper. It is likely a small firm like this will merely send a rejection letter and POPLA code. Which gives you another appeal point at POPLA stage (which you also delay slightly, so that it's received around 56 days or more after the parking event!). As long as you don't miss the 28 day expiry of the POPLA code of course.

    I am posting this now so when you come back with a POPLA code you/others will remember the reason why you delayed the appeal, and make sure you include a POPLA point at the second stage appeal, that there is no keeper liability as the PPC has not complied with the second condition of Schedule 4 as they have omitted the NTK.

    Just about to print the template letter for appeal so as to send it off by post tomorrow as that is day 21 as per advice. I wanted to check whether I put my full name and postal address on the letter or do I just put my postal address and leave my name off the letter.
