Am I missing something - I thought POFA required any appeal system to be free to the motorist so how do Excel get away suggesting they will charge £15 for any cancellation ?
    Admin fee????

It's probably akin to the £50 that Parking Eye demand to drop a court case when the landowner has told them to cancel the parking ticket.

    Just remember.
The Minister has ignored everything so far, so do you really think anything will change?
Allowing IPC / IAS in the first place tells you something

The message will get through eventually, constant dropping wears away a stone. Just look how long it took to get clamping banned.

Is it me, or does the sign pictured in Pranky's blog entry on the subject appear to insist on a valid blue badge being displayed as a term/condition of parking there???
Makes no mention of disabled spaces......

I'm sure the appeals service doesn't have any dependants, so your "sic" is a little misplaced. Or did you mean "independent"?

Sorry about that I was using this variant ;)http://www.urbandictionary.com/define.php?term=Independant
They promised the earth...and delivered mud. Technically though it did meet the spec.
  • Hi,

On this topic, I've just received a PCN from Excel issued in December and note the letter contains reference to membership of the BPA and appeal process through POPLA.

I haven't sent them the appeal letter yet and am wondering whether to include this information in the appeal and argue the notice is non compliant with POFA, specifically the extract below which is no longer apllicable.

"(g) inform the keeper of any discount offered for prompt payment and the arrangements for the resolution of disputes or complaints that are available"

Bit of an open question but does this seem a worthwhile approach?

First time poster and wanted to say thanks in advance to any that respond and thanks to all the contributors on these pages, especially the stickies section for the newbies, which has proven most useful.

    Regards
