Limited Capability for work form

Thanks for most of the previous advice
My sister managed to get an appointment with the local disability service as the ESA people gave her extra time to get her form back to them.
The ESA50(?) form was sent back on friday, but on the same day she received an appointment from the jobcentre with a date for a Work-focused interview. My sister is now panicking as to what will happen at this interview, which is now a telephone appointment rather than in person.
Is it normal procedure to have this interview before the form has been looked at?
Can anyone help with any information so I can reassure her that this appointment is to help her rather than trying to trip her up.
