Thanks for your advice I will, complain to the land owner. On this case NTC seam to be working on behalf of a University. I read the #6 thread about complaints and looked through the many examples of successes but could not find the template, is there one?

Will also complain to IPC

My evidence photos do include a picture with the ticket displayed on the car, in the car park.

To clarify... DO an IAS appeal, but don't worry if it doesn't work?

There isn't a 'template' complaint really, but you could copy and adapt the style of an example you like from the Successful Complaints links. And yes you could do an IAS appeal and expect to lose. We'll help you make it fairly strong but you have thrown away a whole appeal point with that one letter 'I'. But you'd still have lost at IAS anyway unless they believe you and not the beloved PPC!
