It is illegal and he should not be allowed to get away with it.

You are allowed, under common law, to remove the minimum amount of the obstruction as is necessary to continue on your way. However, if the purpose of your journey was specifically to remove the obstruction rather than to get to the end of the road for some other lawful purpose, you might find yourself on the wrong side of the law.

What is their motive? Are they doing this for a laugh or some real reason that the OP is not letting on to.

Do you have evidence of the obstruction? I'd be taking photographs, video's and noting the date and times. You can them submit them to the council, councillor, MP and Police. Unfortunatly unless you badger the hell out of people nothing ever happens.

I'd also be tempted to 'trip' over the bucket. where theres a blame theres a claim!
