If you're booting to the Start Page, select the Desktop (tile) and it should be there.

To show or hide the Recycle Bin on the desktop
- Swipe in from the right edge of the screen, then tap Search.
(If you're using a mouse, point to the bottom-right corner of the screen, move the mouse pointer up, then click Search.) - Enter desktop icons in the search box, then tap or click Show or hide common icons on the desktop.
- In the Desktop Icon Settings dialogue box, do one of the following:
- To hide the Recycle Bin, untick the Recycle Bin checkbox.
- To show the Recycle Bin, tick the Recycle Bin checkbox.
- Tap or click OK.
Note- Even when the Recycle Bin is hidden, deleted files are still stored there temporarily until you choose to permanently delete them or restore them.

If/when you have the Recycle Bin on your Desktop you can right-click it and select "Pin to Start" so you can see it as a tile on the Start page.
This is for Win 8.1 but Win 8 may be a little different.Warning: In the kingdom of the blind, the one-eyed man is king.

Then right click on the icon and pin to start and pin to taskbar. You will have it wherever you are in the system then.
You can then remove it from your desktop again if you so desire.Drinking Rum before 10am makes you

That seems like the context menu for a web page. Are you sure you are on the Desktop?
