If this is in England the police have fobbed you off. Under POFA 2012 police have the power to remove any vehicle causing an obstruction, wherever it is parked.

Push it onto the road and report an obstruction.
There is absolutely no other way (short of paying someone to tow it) you will have it moved by anyone else, unless the owner actually gives a damn.
If it was my parking space, and the owner did not move it within 24 hours, it is an absolute guarantee that it will be pushed/rocked out of my space and into somewhere where it will be moved.0 -
I am really appreciating all of your replies. I really didnt want to have to move the car onto a road for fear of getting caught or questioned, plus I live at a bottom of a slope so would be quick difficult. It is frustrating that there doesnt appear to be much more I can do.0

I gave the relevant legislation. Its not hard to find it and read it. The change was introduced to deal with the exact issue mentioned by the OP.0 -
POFA 2012 Para 55 expressly amends the RTRA 1984 to give both the police and local authorities the power to remove vehicles from private land.
Of course, giving them the power to do so does not mean they will accept they have an obligation to do so!
Best bet might be to approach one of your councillors and ask him/her to get the council to use its powers.Je suis Charlie.0 -
n.b. POFA 2012 only prevents you moving the vehicle if you do so with the intention of preventing or inhibiting its removal by its owner or driver. So, if you pushed or towed the vehicle to somewhere where it is no longer in your way, but still accessible to the owner, you don't commit an offence under POFA 2012.
Obviously you wouldn't move it such that it was in someone else's way, and I suspect pushing it onto the public highway would make you guilty of abandoning it.Je suis Charlie.0 -
Is there somewhere else you can move it to? Or at least manouvre it into a single space?
I'd phone the owner and tell them you're expecting a skip delivery in on Monday and asking what they are planning on doing with the car.0 -
