Probably. But according to the person who posted the clip, it's nothing to do with the police hence they can't be breaking the law sufficiently enough. Not sure why... I've experienced this AND nearly collied head on with a similar bunch of muppets.
It's similar if someone told me they seen someone jogging along the railway lines.
Possible, but i'd have a hard time believing someone is so stupid.
If they were cycling along an unlit road at night they wouldn't be able to see so it would make it very difficult.
Knowing they can't see they would also know that cars couldn't see them so as soon as they see the road starting to light up from behind them and hear the tyres / engine noise approaching, you would expect them to move over to the side.
The only thing i could think of that would make it a bit believable is if they were drunk.All your base are belong to us.0 -

In my case they were a group of about 4 children on bikes (aged about between 7 to 10 years), 1 of which had a further child standing up on the back of the bike somehow.
The road had 'some' but little street lighting as it was on a 'B' road which was on a hill which was descending from left to right from my point of view. I was turningLEFT (facing up-hill) from a narrow side road initially looking to my RIGHT and upon seeing nothing coming (no approaching lights from either direction), I began to make my turn and when my headlights were beginning to face up the road I was turning into, they captured these kids hurtling down the hill about 3 ABREAST towards me, at least 1 was on my side of the road.
I had basically had to make a handbrake type turn sharply to my left to avoid a head on collision as there was no way the kids were able to stop at the speed they were travelling.
Not one of them had any lights on what-so-ever and had I of been driving a slightly larger and slower vehicle, there is no doubt in my mind that a collision would of been un-avoidable.PLEASE NOTEMy advice should be used as guidance only. That sounds pretty typical of kids at that age. I used to think i was indestructible as well back then.
