So I sent the appeal as said to the email address given to me in the email from the BPA 2 days ago and this was the response:
Dear ,
Thank you for your email, your account is with UCS.
All correspondences now must be sent to them.
Please find their details as follows:

They think that I should be speaking to the debt collector company but I believe my appeal should be going to the person BPA have said. Should I reply to this and quote this email from BPA so it's clear they should be passing the appeal on to him?

Write back to the BPA, enclosing copies of correspondence, and ask them why, having confirmed this would be dealt with as per their recent email, the PPC is blatantly acting in contradiction of the BPA's assurances.
Ask them to investigate further.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

OK I will be sending another complaint to the BPA, should I address it directly to the AOS email that talked about re-appealing to the PPC or to Steve Clark?
Should I send a reply of some sort to the email saying I should speak with the debt collectors?

just send it to the aos address at the BPA, enclosing copies of the recent correspondence from the PPC , let them deal with it0

Well I sent off the response to just the BPA complaining about the lack of conformity between BPA and the PPC. I had a response from BPA saying they would look into it and just a little while ago I received an email from the PPC (the person who originally should have reviewed the appeal):
Dear
We are in receipt of your letter of appeal dated 14 January 2014, the contents of which are noted.
We have had the opportunity to review this matter and it is apparent that the material Parking Charge Notice ("PCN") was issued correctly in line with the terms and conditions of parking at the site and in accordance with the British Parking Association ("BPA") code of practice and the requirements of Schedule 4 of the Protection of Freedoms Act 2012 ("POFA"). However, our Client, as a gesture of goodwill have agreed to the cancellation of the PCN on this occasion.
Should you use the site in the future however, we would urge you to take note of the relevant Terms and Conditions of parking, and adhere to the same, as our Client will look to pursue any future unpaid PCN's.
We trust that the above brings this matter to a satisfactory resolution but should you have any further questions, please contact me directly.

They cancelled it! I must thank all the helpful members of the forum who commented on this thread for their help in cancelling this PCN (Coupon-mad, Redx and Umkomaas). Without you all I would probably have had to pay for it!
Maybe a link to this thread could be added to the newbie thread to highlight that late appeals can still work?

this was why I wanted you to keep badgering the BPA , as all you may have got from the PPC was a popla code or another appeal refusal, whereas the BPA will investigate if their code was followed and clearly this second complaint has meant that the PPC cannot be bothered to continue to harass you, hence the cancellation
I would love to hear the phone call the BPA made this time after the previous assurances they were given about your ppc appeal
keep hold of this last communication for 6 years, as you never know !
