Just to add to HO87's excellent response, for completeness:

If the "incident" was in Scotland, POFA 2012 does not apply and there is no keeper liability, regardless of where driver or keeper lives.

If the "incident" was in England or Wales then POFA 2012 does apply and there is potentially keeper liability, regardless of where driver or keeper lives. Whether the PPC would bother to jump through the procedural hoops described by HO87 to pursue someone in another jurisdiction is another matter though.

Anyone living in Scotland receiving papers from Northampton County Court should simply contact that court and point out the error, Money Claim Online cannot be used to file cases against people resident outwith England and Wales. Quite possibly the PPC would have fudged the address such that it's not obvious to the court staff that it's in Scotland.

The alledged "offence" was in England, I, for my sins, am resident in Scotland.

Thing is, the total court costs aren't a lot - tbh its a decent gamble to just wing it. In the highly unlikely event it went to court and I was forced to pay, its not a huge deal - I'd rather see them jump through the hoops for it!
