... I have read threads until my head bursts! I think this warrants a thread, and if not feel free to delete.
But what if the alledged parking violation was in Scotland, but the registered keeper is resident in England?
Or violation was in England, but keeper is resident in Scotland?
How does this change things?
I'm sorry if this is buried in the newbie info, but there is so much of it and it is very confusing - doing my best to digest!!!

Tell us what it is - it can't be both.
But the advice re DRP remains as you've read - they are powerless, can't take you to court, can only send postal/telecom hassle.

I'm a bit uneasy at giving away too many details - they will scan these forums for sure, and could use anything said in the case.
But it *might* be the latter
I never received any original notice (due to recent change of address) or any actual parking violation notice - DRP only caught up with me at the end of last month after using a "tracing service" (their words) - so the first letter I got from them I actually thought was a scam - especially as I'd never heard of DRP and if you know your internet humour, that is very close to "Derp" lol
But before I know it, I get another letter from them, some "notice of intended court action".
I am not worried or intimidated and have no intention of paying - but I want to deal with it the correct way, and I am unsure how the cross border situ affects that.
The PPC is CP Plus, but I only know that because it says it in one of the boxes on the DRP threat letters.0 -
I notice they (DeRP lol) don't have an easily found email address for this kind of thing - funnily enough they have their "sales" one plastered everywhere.
I am on the autistic spectrum so get on better with written word and email etc.
It also means like hell were their signs visible because I get anxiety attacks if I don't pay for parking when I'm meant to etc.0 -
Whether or not the transgression occured in England or Scotland court proceedings may only be brought within the jurisdiction in which it took place. So, if the alleged event took place in, say, Glasgow then proceedings may only be brought in respect of it in Scotland. If the matter happened south of the border then proceedings can only be issued in England or Wales.
In order to be able to pursue someone resident in England for an alleged event in Scotland then application would have to be made to the Sheriff Court for permission for out-of-jurisdiction service. If the matter in question took place in England and the alleged transgressor lives north of the border then application would to be made to the County Court for out-of-jurisdiction service.
That is how it should work.
This hasn't stopped some (English-based) parking companies having a go at getting proceedings issued via Moneyclaim Online (MCOL) to addresses in Scotland. Such proceedings are not valid.
In the vast majority of situations involving private parking tickets the significant costs that will be incurred in properly pursuing matters out-of-jurisdiction makes it a practical non-starter.
I hope that clears things up. As Umkomaas has already said DR+ are a powerless debt collector. However, like many debt colectors they throw their weight around in the vain hope that they will persuade a majority of the recipents of their try-on letters to pay up. The fact that they continue in business is a testament to both the ignorance and gullibility of Mr (Mrs and Ms) Average. Don't be tempted to join their number. DR+ will NOT be taking you to court any time this side of the next millenium because they simply have no grounds to do so - especially if the matter falls into the brackets set out above. Furthermore, the truth is that they know that.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

I do not work at current due to circumstances outwith my control - partly my condition - so I have nothing they can take that I care about losing anyway lol

Complete and utter waste of time. In fact, despite your intention to stick it up their derrière, it will have quite the opposite effect - it will give them encouragement to continue to hound you, a live fish on the hook syndrome.
Don't forget this is probably a one-off experience for you, this is their job, they do it every day and they will have elephant hide in terms of you being able to pr1ck their conscience.

I just got a little concerned because the weight of information in the stickies and FAQ makes it seem like there is now a very real chance of them pursuing, since 2013. Ach, let them, I've got bigger things to worry about lol

They already know the facts of the matter - but they'll never admit to knowing that they can do nothing about it, so I wouldn't waste any more time on the matter unless they do try and mis-file something (they have been known to write addresses in such a way it's not clear that it's out of jurisdiction).0 -
Just a little update.
When I was last on here I had the "if you do not pay, we are definitely going to suggest maybe getting the heavies onto you" if I didn't pay by 25th of December (not very seasonal, eh? lol)
I started this thread because I didn't know how it would work between Scotland and England, having heard nagging little snippets that it isn't so straightforward in England now.
Anyway, after listening to you guys, I filed that letter under "no further action".
A couple of days back, I got one claiming to offer me a reduction if I paid. Something like final chance - goodwill offer - before it goes to court.
Only thing is the muppets couldn't even get that right, the figures on the letter showed no reduction, with the amount requested, the same as it was up to in the last letter.
Boo, I never got offered my reduction

I think next in the letter chain you get two letters from zenith then that's it. So far cp plus have not done courtDedicated to driving up standards in parking0
