It is indeed an easement, but as a pedestrian right of way only, not for bloody great vans or bins, and not for the delivery of brinjals, poppodums and bumaloe fish (aka Bombay Duck).

My solution would be to seek out the restaurant manager, and agree that they can have reasonable access for their delivery vans, in return for unlimited free Chicken Vindaloo, Pilau Rice, Tarka Dhall and a Peshwari Naan, all washed down with a pint of Cobra.
But that may not suit everyone.

Arrange a self-ticketing PPC whereby only you have the ticket book? Then you can avoid ticketing the other residents and only ticket the delivery wallahs.Je suis Charlie.0

Then find out when these deliveries are occurring, and ensure someone is spending some time there with the ticket book...
