[FONT=Arial, sans-serif]I own at flat on the river in the town centre which has a restaurant tbehind it. The restaurant is on the main road and there is meter parking. There are [/FONT][FONT=Arial, sans-serif] warning signs that this is private property, but delvery drivers ignore them and the restaurant manager encourages thm.[/FONT]
[FONT=Arial, sans-serif]Two weeks ago I was unable to park my car in my parking space, as a very large white van blocked entry and exit while two Asian males delivered Spanish onions to the restaurant. They refused to leave until they had completed their delivery and became quite threatening, one of them was obviously trying to goad me into making racist comments. It was only when I raised the hydraulic bollard and told them that if they were still there in two minutes they would be locked in, that they moved. [/FONT]
[FONT=Arial, sans-serif]Asimilar occurrence happened yesterday when the van driver threatened to call the police. [/FONT]
[FONT=Arial, sans-serif]What can we do about it? Engage a PPC, perhaps, but 17 of the 18 flats are tenanted and it would be unfair to impose a PPC on our tenants, they already pay though the nose for the view, Install a PBCL lifting arm? £500 a flat, to prevent trespassers, hardly fair, let their tyres down, criminal damage damage and the risk of a kicking.[/FONT]
[FONT=Arial, sans-serif]I am at present lobbying the Secretary of the company to take out an injunction and seek undertakings, but, for some reason he is reluctant to do so. I have told him that we might even be able toturn a profit c/f Davey v UKPC. [/FONT]

Let them call the police - as the bollard is clearly there when they parked, you have committed no offence by raising it, and are entitled to leave it raised until they pay your parking charge.
This is one of the few exceptions to the general rule...0 -
If you have bollards then keep them raised? The issue with getting a PPC is that what will you do when they start to issue you and your friends tickets?Censorship Reigns Supreme in Troll City...0

Assuming it's just the car park, you can block off the entrance, a simple chain with 18 padlocks (one per resident) will do the job for maybe £100 all in (including fitting).
Maybe talk to the restaurant about letting them use it on the condition that they don't block anyones spaces, and take it off them if they breach it.0 -

Is the answer not already there? If tthere is a rising bollard, then residents should be encouraged to use it. If it was up, how could the van have got there in the first place?

Sound in theory but have you ever had to deal with tenants? They lose keys, lose locks,

They are allowed pedestrian access already. They are not allowed to deliver across our land, nor are they allowed to take their bins across, which they do.
They have no respect for the provisions of their lease, on one occasion there was half a ton pallet of charcoal in my parking space. The last thing we want to do is be nice to them.You never know how far you can go until you go too far.0
